I have had under consideration your despatch No. 2073 of the 25th May last, enclosing a letter addressed to me by Mr. Russell, Second Police Magistrate of Hongkong, respecting the case of Police Constable Edward Nyse, tried before the Police magistrate for bribery, and eventually sentenced by him to three months imprisonment, which sentence was commented on.

Subsequently the officer administering the Government have placed before me the facts.

So far as the facts have been disposed to think that
